To interact with normal-speed people, he has to shut off his super-speed processing, so the trick is just to keep him at normal speed; even an engaging conversation will keep him in normal speed mode. With the Flash, he didn't have a single obvious option and also did not have a ridiculous plethora of options. Thus, he switched to something nonsensical to avoid having to say his real plan. His plan for Superman and Aquaman depends on catching them off guard (bullet, poison fear gas). The fact that he tells them those plans doesn't nullify his ability to execute said plans.
However, if he reveals what the Flash contingency plan is, he will never be able to catch Barry off guard because he's too fast. So instead, he "reveals" multiple Wile-E-Coyote plans and the Justice League suddenly thinks Bats is bonkers. Throw in the "hey this is all I have" and they start to feel sorry for him and the whole subject gets dropped. 4D chess.

After getting out of it the League kicks Batman out and has a falling out with them that lasts over a year.
One of the main reasons was not just that he had plans to kill them but that he was going to do it in the most terrifying and torturous way possible. Pretty much implying that the main reason for doing it that way was to keep up his reputation of fear.

Either method would require some form of restraints which a speedster couldn't phase out of to be applied soon due to how quickly he would metabolize whatever drug or poison was used.
