Canonically we know there are at least 3 people in there: the original Belisarius Cawl, Ezekyle Sedayne, and Hesta Aspertia Sigma-Sigma. There's probably more, too.
What is funny. In the canon, Guilliman pretty much ordered the creation of Primarid Space Marines the moment he heard about them. Though he was smart to put Cawl on a leash after Cawl requested if he could be made a Fabercator General. Papa Smurf knew right there if he did. He would have lost Mars to a freaking Civil War. So he pretty much made a deal with Cawl; he would get to show off his new ideas, such heresy, and no one will kill him for it. Mars may grumble, but they won't do much, and Guilliman may get some new toys out of it to equipment the armies of the Imperium.
It gets more interesting in the Great Work. Cawl claims he never wanted to be fabricator general when confronted about it by Ultramarine captain. One who requested position was Cawl Inferior, machine left by Cawl to Gulliman, to act like mediator between them. Words of Cawl makes us wonder, if that machine gain santiens or Cawl just playing with that marine.
