Didn't realize it was a Nintendo game with a similar style to Punch Out.

One of the jingles in this game sounds like it's from Punch-Out!! Funny that Bald Bull also makes an appearance in this game.

The MC is also the same character from the two Arcade Punch Out's so its safe to say same universe.

You're supposed to wait until the skull(s) turns into an arrow. Then continue pressing.
Can you beat Mask X AKA Bald Bull without yanking his mask off?
No, but you cannot grab his mask until his arm is almost down. He'll keep attempting to headbutt until you either remove his mask, or he connects.
