It really is time that they started teaching motorway as part of the driving test. Most drivers these days have absolutely no clue as to how to get on or off the motorway properly.
By law, I had to do at least 6 lessons on what you call Carriageways and 6 lessons on Motorways and that was in 1998 in Germany, and yes at my actual driving test I had to go on all types of roads including Carriageways and Motorways. But with some drivers it wouldn't make a difference at all, whatever Country you come from

The problem is, a lot of the population live miles from a motorway.
