Considering that every state in the US has a shortage of truly affordable housing, because of structural reasons - as do other countries - what would you suggest they do?
Every city has people like this. Most have mental issues, they would rather live on the street than in a home or mission. In Chicago there are people on the street when its 10 below zero and they won't go into a shelter.

There are more empty homes than homeless people in america but people cant afford the outrage cost of rent with little or no wages. The poor get poorer every year, while the rich get richer. The system fron the top down was designed for the 99% to stay down
