Sorry Pat, but people buy a lottery ticket for fun - to fantasize about stuff. It's not about being responsible or logical or well informed. If I won 100 Million, it would be a good day for everyone who knows me. If I won a million, I'd go to Sicily with Dom for a nice grappa!
As far as government is concerned, at least in Canada winnings are tax exempt :)
