The original clip was posted on RUclips, and the Biker said he wanted to Turn Left, so he was on this Lane.
The other things are
1. In some States, Bicycles can ride every each Lane.
2. If there is no Bike Lane (and there wasn't any) he can ride on the Road.
The Car Driver just yelled at him for "Breaking the law" and threatend for no real reason.

The car driver can be charged with assault and attempted manslaughter with vehicle (chances are it won't even make it to courts) but brandishing a metal bat at someone threateningly is assault and that will completely go in favor of the cyclist. Car driver was basically entirely at fault.

1. Bike Lane
2. Road
There was no Bike Lane nearby, so he was allowed to use the Road.
+ he was *not* blocking the Traffic, non making any "Dangerous" moves, so he wasn't a problem.

If someone is speeding up behind you and then hit you from behind, they are at fault. It is very difficult to judge speed when a vehicle is approaching you, this is why you assume they are going the speed limit and you judge the space given.

There was a blind spot where both of them couldn't see each other's vehicles, so there was no way that the car would notice the bike coming because he was going so fast. In some cases, you may be forced to ride on the road, as there are no bike lanes, sidewalks or other means of safe travel.
Granted i ride a motorized bike, that does 35.... but still.
And looking at the video, he is taking up the lane, and should at least move over to the right side of the lane, to provide a passing zone, ( i know he's staying close to the center line, but that's even more dangerous. )

Bicycles have the same right to ride on the road as cars or motorcycles so it wasn't entirely his fault.
Then they should have to have insurance, lights, a license, be registered and have plates prominently displayed. If you are on a bicycle in a 45 zone, and cannot maintain 45 mph, you are a road hazard and should be ticketed the same as a car doing 15 in a 45. You wanna claim the same rights, you need to comply with everything you have to do to operate a motorized vehicle. Since you cannot, you need to keep your ass as far to the right and out of the way of traffic you can get.
Or the driver could've gone around the rider without honking or instigating a confrontation. Seems pretty simple.

Some scooters can't maintain 45 mph, and yet they have to go through the same processes.
That's true, and they should not be allowed on the interstate where they would be a hazard. But I've got nothing against a little scooter like that as long as it can maintain posted speed limits on slower roads and not slow traffic. A bicycle simply cannot keep pace with traffic, yet the riders expect to be treated as a full sized vehicle, while meeting none of the requirements of cars and motorcycles and get onto roads where they simply cannot keep pace and end up being nothing but a moving hazard.
