That plastic cover shows "up" means that's how the tray housing should be going in. As for the the filter having arrow "down" means air flow from the bottom of filter. I had to test the air flow myself. Your vid is correct.
The newer Toyota Camry 2020 has a different latching mechanism for the cabin air filter than my 2016 Camry. The right side latch is a pinching mechanism. Be careful not to damage it.
I have Toyota Camry Platinum 2017 from Australia, it is different , the glovebox upper portion has two plastic latches which needs to be pushed inside to come out so that to have an access to the air filter , also mine mentioned not airflow but this side is up at the left sidewhen I pulled out the top portion was dusty . With the pressure air I cleaned and kept back into its original position. I saw the 2017 from U tube and mine is also again is different .
Ok not sure what I’m doing wrong but every damn time I take the filter tray out it doesn’t want to go back in correctly. It sticks out enough that the inner cover can’t latch into place. What am I doing wrong?

Your right... Parts that say up on them have arrows that should point up but air flow arrows should point down as you did. Thumbs up.

No, because the air flow comes from the top, but the arrows on the cover indicate which way to replace the cover.
