    The best thing to do with Eleanor is as soon as you have enough loyalty pressure going out towards a city to conquer it, you can easily just keep selling it back to its original owner in exchange for stuff. I did it for Great Works, it was hilarious. I emptied Kristine's library by constantly ransoming her own cities back to her.

      I always get cultural victory without trying, it's been a problem since civ 5, its just too easy to pick up incidentally. like I dont even build theater squares just monuments until uh I need to get places to put art like the other day I was playing maori on terra map, used the owls of minervas first two promotions and forgot about them made suzerainty of all the states on my continent, and then I was doing about 600 science and 600 culture around turn 250, we've got moonlandings allready happening across the board, and I install a card giving me 5% more total science per every suzerain you are, I didnt even know that card existed so I get 105% science 1368 per turn I'm almost entirely out of sciences, ai is keeping up, and two turns I dont remember building anything specific, my culture just spikes to 1600 ( got suzerainty of a city state which granted mad culture on all international trade routes or something like that) without me doing anything special. Potato Mcwhiskey got those kinds of numbers on a single city ehtiopia challenge the other day, broken AF, this game is off the chain this summer.

      Cultural Victory often happens if you conquer without eliminating other Civs.
      As a rule of thumb, you start progressing, if:
      (Your Tourism/turn × Remaining other Civs)/(Starting number of Civs × Highest enemy culture/turn) > 2
      By conquering cities in the midgame and leaving Civs with one city remaining, you can maximize this number without even trying.

    22:25 when you're not absolutely gaming everything that's essentially how loyalty actually works, which is why the AI doesn't react to it. making your civ better makes them look like bad rulers in comparison to you, also you're using Eleanor's special perk to skip the on the fence step where they've left the previous civ but are still thinking about joining you, which essentially forces you to tank a second loyalty meter before it converts. If the other civ can stop you by shoring up their missing pieces, they might also go back. With Eleanor this isn't possible, they either have to start BEATING you at this game, not just evening it out, or go for conquest, but as you observed, and as its supposed to work as intended, the AI doesn't react to losing cities this way because it is supposed to be a natural occurrence.

      They patched it... If you have cultist on your opponents land NOW they ask you to remove your troops and denounce you if you keep a cultist on their land... and getting their loyalty down to zero does NOTHING, you have to get the loyalty per turn to be below 0 after they patched it... Which is ridiculously hard and annoying. Do not recommend trying because it is literally impossible after they found out about this.

      AI reacts to losing loyalty by putting governors and other stuff but they are probably confused and dont know how to stop it completely
      Player would just atack eleanor or kill her early game but ai doesnt do such things..mostly

      The ai is aware of victory conditions, even ghandi will go for a domination victory if its the only option. With the focus being non military units he would be considered weak by the ai and be targeted first. He could make a straw man army to prevent the ai from attempting to attack, but domination civs like the aztecs will just attack shared borders. And the final civ will declare war when its the only ai remaining unless you make 30 turn peace treaty, which requires all you resources because they will only agree to starve you before attacking

    Fun fact: There's a rock band promotion that means that each performance the city loses like 35 loyalty so one time I put 3 rock bands into a strong city from my science victory competitor and it completely screwed their science game

      Oh yeah you also need the policy card that lets you choose any rock band promotion. I think it’s a policy card but I’m not 100% sure

      The hard part is that you need Cultural Hegemony for that card, which is a future era civic. Which means your culture output better be good if you want to make use of it quickly.
      Also, the loyalty is reduced by 40, but not all cities have 3 performance avenues for your rock bands, so you might have to spread your rave over several turns.
      This civic also provides you with a similar card for your spies, which can also aid in your peaceful conquest a bit.
      But secret societies seems to make this strategy infinitely easier anyway.

    I have actually almost managed to pull that "exploit" off by an accident. I played the game as France, without knowing that Eleanor's perk (because I didn't read it, I just wanted to play as France in Europe map), I have eradicated 5 out of 7 AI's, had 6 AI capitals and had to hide all arts and governors deep in my lands to NOT win a pacifist conquest victory, since I wanted to win a Culture Victory for the first time.
    But it was fun to have a entire Europe under my control, looked like Napoleon's or Austrian Aquarellist's dream.
    But all while having super friendly relations with all nations I was devouring with the power of literature, paintings and music.

      London indeed WAS surrounded by forest; they cut basically all of it down to build the city in the first place. Anything else was cut down some time later for whatever people needed wood for.
      England's forests are famously shrinking, what with it being an isle and all that.

    Spiff, you didn't need to wait that long to get Tyre as cultists can do their thing after moving, so surrounding Tyre with two layers of cultists, draining the inner layer until they had one charge left and then hitting them with twelve cultists in a turn should have worked.

    I have done something similar! You can also put entertainement complex near your theater square to boost the theater square and then use the project bread and circuses to add some more pressure when needed. Oh and there are some rock bands that lower the loyalty by 40 which is ridiculous with Eleanor.

    For the record, on Deity difficulty, you can get a legit military victory before culture victory with this strategy. Remember to not theme your museums, and never use policies or governor titles that boost tourism.

    37:37 and the sad thing about all of this is, even if he did NOT capture cities via loyalty flips this easily, he still has 23k faith, and a rifleman costs 200........ He could just insta-spawn a worldwide army to conquer the world traditionally.

      Being completely fair, when you do cheesy stuff like this, the snowball means victory is basically unavoidable. Had a game where i just went for a normal science run with Korea, not doing anything crazy and just using them as intended, while a buddy tried to do religion. By the 1500's I had thermonuclear warheads, submarines, and giant death robots ready to rock. Meanwhile, his religion was struggling, because he got a sortof bad start for the culture he chose. Civ 6 is all about getting a snowball rolling and then clearing the way for it to keep rolling as much as possible.

    It seems to me that this strategy could be improved by getting the Reyna’s ability to buy districts. You could convert a city, move Reyna in, buy a theater square and it’s buildings, and boom you’re converting the next city. It would be expensive but if used correctly it could be situationally useful.

      For some cities this would be good, but also reyna takes 5 turns to move. Which is slower than faith buying obelisks and moving a single great work in, which seems to be enough in most cases

    I did this challenge yesterday as well. It's a very fun and unique way to play the game but does require some good setup with preferably a strong early religion which cripples you very badly if you are up against aggressive AI very close to you, as you don't really pop off until the medieval era or so. Also playing with the heroic ages mode makes this very easy as the AI will often just lose cities for not being in a heroic age and all you need to do is to simply exist and they will flip their loyalty to yours.
    To make this challenge more reasonable I also recommend doing it on a Pangea or any other non-islands map, because it just makes it easier to chain flip as enemy cities are all stacked up in the mid to late game. Otherwise you may have to actually invade the AI unless you find some kind of space to settle so you can begin to exert loyalty pressure which breaks the idea of non-military conquest. Mid to late game this is also very difficult as you may struggle to have your city sufficiently grow enough to the point you can build all the necessary districts (a minimum of an entertainment complex and a theater square for great works of art - voidsingers does help here as the obelisk holds 3 relic slots) and actually exert loyalty pressure back onto the enemy, as loyalty is determined by a) your population vs theirs and b) city happiness.
    Also don't do it on a too large a map. I did mine on huge and at some point I just had so many cities I couldn't be bothered to play anymore, because to micro each city was just too much work (I also won a culture victory way before I had managed to flip every city). You also don't have to recruit voidsingers to flip cities. It helps but as long as you got enough great works of art which can come from many sources now, including artifacts and corporations, you can exert a lot of loyalty pressure, especially if you play with the heroic age mode as well, where you can build entertainment complexes and run city projects alongside the heroic age card which adds loyalty pressure per citizen as long as you run city projects. You can cheese this a bit further with Amani's second promotion which exerts -2 loyalty on cities within 9 tiles as well.
    If you don't have secret societies or heroic age game mode, you can just build the Mont St. Michel wonder for a guaranteed religious artifact whenever an apostle dies. It's doable even on deity as it's a wonder the AI rarely goes for. Ideally you also want to get control of Kandy early on, as having suzerain of Kandy while in heavy exploration mode can net you quite a few extra free relics for simply exploring the map.
    I think in vanilla flipping cities is much more difficult at least on deity especially as deity AI cities grow to much larger populations, but it's probably doable if you can get Mont St. Michel and have a very strong faith engine where you combine religious spread with city flipping. I would probably go for feed the world and Gurdwara just so you can grow your pop as much as possible and make sure you get enough loyalty pressure from pop.
