Nah SRW project do not only using Banco property only. they did quite a lot of cross over. The problem with Sakuten is perhaps due to the popularity at the time of the game. You see Virtual-On is also SEGA property but they manage to be included. I just realized Sakura’s little dance in the beginning resembles that of a falling sakura petal. I’ve seen this a few times before in Japanese media, but I could never track down the tradition.
Fun fact: SEGA translated and even added english dubbing to Sakura Wars In Hot Blood (PS2 remake of first game), but ... never released that game in West. They hold up a fully voiced and translated game for 18 years !!! What a dumb company.

They wanted to release all the four games, but after first two, they scrapped that plan as there was little to no interest in the project from Russian gamers. As I see it, SEGA thinks that nobody will play those games outside of Japan, and that sucks big balls. Didn't Yakuza series teach them to give their games a chance?

They released reboot on PS4, but sold poorly in West beacuse game was released in very bad time (with FF VII Remake and Persona 5 Royal WTF) without marketing. Earlier NISA released SW 5 So Long My Love in West, but due to very late release date (a PS2 game in 2010, with no PC/PS3/PS VITA port) sold also poorly.
sakura wars 4 is more of a farewell to the franchise its shorter than the others and has both the flower and Paris division in it not to mention the save transfer tech which can cause a love triangle routes such as between sakura and Erika and there's a fun segment of act 1 where origami is asking about marriage for the sake of directing a play yet they all think he is asking them indirectly about maybe getting married. there are translation guides if you want to play but it tricky do to the nature of asking question that demand serious answer and all
Sakutai 4 is indeed a farewell, but not for the franchise, and yes for the Ogami saga. From this point, Ogami wouldn't be the player character anymore, since Shinjiro gets that role in Sakura V and Seijuro in Shin Sakura/Sakura 6

It's probably from PC port of this game (from 2005), which is just Dreamcast version with resolution change option. Original was released in 2002, when Dreamcast was dead (this game it was a kind of farewell to the Dreamcast), and 720p. resolution was being a new standard for PC games from that era. But animation quality is exactly same like in Dreamcast version.
There is also a symbolism in her character growth. In the first game she was kinda a klutz, with the recurring gag of she tripping by herself. But in the dance you now can she spinning in a gracefully manner. She is no longer the same rookie and childish person at the start of the sage.

The official Shin Sakura Wars Stage shows by SEGA, the Chisa Yokoyama's annual summer stage shows, Made Mode featuring Ogami's voice actor[Akio Suyama], the fantranslations that are making Sega of Japan notice that there's a huge interest on this series, and of course, the success of Shin Sakura Taisen. Not to mention that many voice actresses shows interest on working again on a SakuTai new work.
