The novels have heavily stressed how lonely each of them are, how desperate they are for emotional comfort that only their brothers can bring. Lion sees that his fallen sons survived for 10k years in the warp and STILL stay loyal, well that proof enough for him, like he once said "loyalty is it's own reward.", hell he might be a bit proud.
The main problem is 40k dark angels are bit dumb still and seeing Fallen just walk back in after "they" blew up their home world, chances are some will ironically betray the Lion and try to kill the Risen. The absolute best advice I can give you is to pick a faction or character you find interesting and then look up books based on them. That's the best starting point. Think of the 40k universe more like a comic book universe. You don't need to start with the very first Superman comic to get into DC comics.
If you absolutely cannot pick though, the Inquisitor series is fantastic. So you'd start with the eisenhorn trilogy
Caiaphas caine is also a really good starting point.
Then there's the first three Horus heresy books. Absolutely fantastic, but it does require you to know a little bit about the universe. If you've watched a bunch of lore videos though, you can jump right in.
