the handbrake should be adjusted at the rear wheels first. Clean the drums out and adjust the shoes. You hardly ever need to tighten the cable. I have had 4 Prados and NEVER had to tighten the cable on any of them.

Yes you can adjust rear wheels also something stretching hand brake cable we need adjust top side
