a missile is basically just a flying bomb...
Flight 655 still could have responded to the navy ship regardless if they were contacting them or not. Do not fault the captain he was thinking about the safety of his crew and not taking any chances.

how are they expected to respond to someone that they dont know is there? someone that shouldnt have been there in the first place
Lol after watching a little more of the video, you can see that you're saying things the other way around. The navy could have responded to the plane, the plane was on a civilian frequency and the navy ship knew it but never sent a transmission over the civilian frequency.
The com air was on civ freqs. Ship was broadcasting on military freqs which is how they communicated w iranian aircraft in past.
