Florida is where it's at, for those that know, you know. "No emissions" Drive whatever the heck you want, no windshield no problem, no hood, bald tires, Loud exhaust, Loud music no problem.....
Oregon has DEQ for emissions but it only affects Portland and the surrounding area and mods don't matter as long as you have a cat and it passes emissions. Anything outside of portland then you don't have to worry about it.

Jackson and Multnomah County have smog requirements before registration and again on the 2yr anniversary. Everywhere else in Oregon is fair game as long as you have Title. Vehicle will have VIN inspection if transferred from out of state....

In Germany, where I currently live, mods are costly. The do Tüv, which is a safety and emission. Even to do wheel swap you have to have Tüv certification for each wheel, and cops will pull you over and fine you heavily. I'm military so they don't mess with us as much if you play it cool!

If the car is at least 25 years old and requires a safety only inspection, you still have to have all the emissions parts on the car, catalytic converter and such. But there are many rules and regulations depending on the year of the vehicle but too many to list. We even have laws on window tint that applies to ALL vehicles no matter the age, P/S and D/S front windows have to be at least 25% or above, no tint on the windshield unless above the AS1 line, but the back windows can be as dark as you want. live in albuquerque NM did my registration in june my car is an EG with an h22a swap went to the guy who did my truck and all he did was a vin scan on the door then just checked for a cat and tail pipe test and gas cap test. my car needed a different cat but i was on e85 1000cc with a tri-y and ran rich but after a few tries it passed other which is crazy because its a performance header. my brother also got smog on his boosted s2k just had full exhaust and a cat which was crazy is they passed it at the city's main inspection building and they were like ok cool good to go.
South Carolina. No emissions or inspections of any sort. You definitely see some questionable stuff on the road, but freedom is freedom. I keep hearing about cops cracking down on straight pipe and open header cars, but I have yet to get pulled over for driving my loud ass DC2 around.

In puerto rico they don't care, people drive rotary swapped Suzuki samurais, I drive a modified yaris with a exhaust, no air bags and no one says a thing. I pass inspection the inspection in less than 5 minutes.
I think it sucks man here in Maryland you can't do too much it's not as bad a Cali, but I think they banger meets may make it that way. As far as the scene here as I told you it's bad nothing but hate.

Some engine mods/swaps can be done, but an engineers certificate is requires (at around $900) big mods can be more with different 3rd party tests needed. This is the same when adding a Turbo. Things like having a gear know without the gear pattern on it is a defect. Any tyre change from factory can cause problems... if its OEM a 185 you can go 195... 205 with an engineers certificate ($900) and a 215 will see it defected... CAI/ Pod filters are illegal unless the filter is totally covered with a box Cops... they're jerks... Yes they pull cars over and look at them... and will defect your car if they can. (A defect means that the car is off the road... until its repaired and taken over the pits), you cant even drive it home. Ps If heavily modified they will impound it. In the last 3 years only 2 kit cars have be register. Both had to go to court against the RTA (Roads and Traffic Authority) both had literally every test possible done to them costing about $10,000 and the process took 2 years. Ps.. I know this because my heavily modified, chopped Honda will have to go though the same thing... Luckily I know the same engineer that pushed the kit cars though. Or I just move somewhere that is more car friendly.
