Are you asking how to recruit experienced contractors before you start landing contracts?
If that’s the question, you can use a service for free called The Bluebook to find licensed and insured Subcontractors.
If you’re a Sub, you need to recruit piece-workers and employees. You can find these guys by going to active construction sites and asking your guys if they know other guys.
