Suspect Shot During Home Depot Standoff After Telling Cops His Daughter Was Abducted

  • Bodycam footage shows the moments leading up to a police standoff that turned deadly in a Home Depot parking lot in May. The suspect, 47-year-old Ruben Ramos, called 911 and claimed his daughter was abducted before he began threatening to start shooting people. The Burbank Police Department said officers shot Ramos after he allegedly took a “shooting stance” and reached into his pocket. The Law&Crime Network’s Sierra Gillespie has the details.

      Exactly! So many ignorant people here leaving comments about drugs, but he was very clearly suffering from some type of mental illness. His flat, unaffected tone, detached paranoia and inability to focus on his surroundings or maintain a cohesive train of thought are all tell tale signs of a person experiencing hallucinations. Typically drug induced psychosis presents very differently than this man's behavior and is usually more manic in nature. He seemed to be completely dissociated.

    I lived in Burbank for 30 years. The police officers there were amazing.
    I went to get advice from them when my insurance company refused to pay for damage to my car that occurred while it was parked in my driveway. It was struck by a car the Burbank police were chasing. Insurance insisted on getting the names of the driver who hit my car, but because he was a minor, it wasn’t included in the police report. Not only did the desk sergeant give me advice, he insisted on calling my insurance company and telling them they legally had to pay for fixing my car. After that, no problem with the insurance.
    Another time, a neighbor couldn’t find her toddler. She put him down for a nap and when she checked on him, he was missing. The whole neighborhood was looking for him. Burbank immediately got a helicopter out looking for him and asking people on the ground to keep an eye out for him. After 20 minutes of searching, the little boy came out the front door of his house wondering what all the noise was. He’d been sleeping UNDER his bed behind his stuffed animals. His Mom was so relieved and then so embarrassed. The cops just gave her hugs and told her it was good practice for them.
    Burbank is a fairly large city, but it’s still run like a small town. Best city I’ve ever lived in.

      That’s awesome I love hearing all the amazing stuff they do for us that we don’t see on the news, most are great men and women who just have to deal with the worst of society every single day, Tampa cops are wonderful people too, I was missing for a couple hours after setting off kayaking in the bay, I just got too drunk and collapsed the second I got out of the boat and stood up, they had a helicopter looking for me and when I had to swim back with the flooded kayak I was so focused on not thinking about all the sharks and terrifying creatures in the deep murky water underneath me I didn’t even notice that it was hovering right over my head and they told me a couple minutes later I had flipped it off because I didn’t realize what was happening I just had a loud noise over me 😂

    Someone I've known for 15 years has recently had schizophrenia bubble to the surface, which is really sad. She's always talking about voices in her head and people telling her to do things and that people are following her. This guy reminds me of her quite a bit, it's a sad situation.

    A real shame, obviously he had some serious mental issues going on that made him use the police to off himself. Also feel bad for the officers that have to live with this the rest of their lives. Unaclvoidable tragedy.

      The cops didn’t have to shoot him, that’s the unfortunate part. They had already confirmed that he had no weapons. The 10 cops on scene could have just walked up to him and physically put him in cuffs.
      Very poor training by the cops to be shooting sponges, bean bags, and bullets before even trying to use pepper spray or just physical restraint.

      Let’s be real…
      If less lethal even worked - the repeat calls would just lead to filling up of the courts, hospitals, asylums and prisons..all on our dime.

    My ex wife was dating a guy who called the cops thinking his daughter was abducted from his apartment. He didn't have custody of her, she wasn't there, he was out of his mind and shot through the walls thinking he was shooting at the "kidnapper".

      I have a problem when a suspect cooperates and the cops don’t approach and arrest. This went on to long. If they had frisked and cuffed him in his moment of clarity he would still be alive. You can’t mess around with insane people that long.

      Even though they have training, every single time they go out is a different thing they have to go to and most of the time it's dangerous. I'd much rather see them go home to their families unharmed than have some of them shot over someone that would go to jail for doing what he did and be out in a few hours to maybe do it again.     He wanted to die. He wanted to die with a gun shot. He didn't have a gun, but he knew police has got a lot of guns, but not sure if police will shoot him with a gun as he wanted. He called police and told them that he had a gun and acted as if he was having a gun and shooting at the police, making the police shoot and kill him. The man's wish was fulfilled.

    I would say the Kinetic weapon was an abject failure. It actually quickly and violently escalated the situation.
    Could he have been talked down? Maybe, maybe not.
    But hitting him with a non-lethal during the time period of trying to talk him off the ledge is asinine.

      agree 100%. Man called for help about a kidnapped daughter. All the dispatcher would talk to him about was his frickin gun, which he said he would only use for protection against the people he thought were following him. Her next words when dispatching police should be that we have a man in duress about a kidnapped daughter who may be showing signs of paranoia or mental impairment. But she did not of that, only focusing on his gun and "shooting people". What an epic failure on her part that cost this man his life.

      No. The non lethal only seems asinine in hindsight because it didn't work.
      Had it disabled him and enabled them to arrest him successfully. They could wipe their hands clean and go about their day.
      Now they'll all live broken lives with PTSD.
      Poor cops. I feel for them.
      They should have had two or three cops firing non lethals all at the same time.
      If you're going to do something do it 110%
      Maybe three non lethals hitting him at the same time would've brought him down.
      On top of that just shoot both his legs.
      He was clearly mentally unstable and possibly on drugs.

    This broke me as soon as that officer even tried to speak to him in Spanish. My son wants to be a cop and I am so scared for him. I am proud but scared. I feel this cop has a good heart. He really tried to help him. God bless our law enforcement 🙏🙏🙏💙💙💙💙💙💙

    The cop had him complying but they failed to apprehend him. Then he began to gain control again and the other officer shot him with a beanbag round during the negotiations which caused him to freak out (as most would) and then they all shot him.

He did not "pull out" anything, he raise his hands to his face to shield the non-lethal crap they were shooting at him. Also, he called 911 for help about his kidnapped daughter and only mentioned a gun to the dispatcher because he felt he was being followed. He was a victim calling for help when the police arrived, but instead they treated him like a dangerous criminal the whole time. It seems he was showing signs of psychological issues, mental impairment or paranoia, but the cops never asked about any of it. All they could do was focus on their perception that he was a dangerous man with a gun, and completely forgetting that this man called 911 for help. I also blame the dispatcher who only wanted to focus on talking to the man about his gun and his comment about possibly needing to shoot the people who are following him for protection. She didn't engage with him about his kidnapped daughter, or why he felt people were following him. All she could thing about was "man... at Home Depot... with a gun... wanting to shoot people". And that is what she probably conveying when dispatching the cops. Instead of seeing this a possibly impaired and scared individual who called for help and would help. Major fail by all of these people that ended this poor mans life. This is why people fear calling 911. They become the target subject and are immediately deemed to be a threat. God help you if you are in a state of psychosis or have any kind of mental of physical impairment (deaf, can't speak, neurological disorder, etc). If you don't comply with their barking out 97 complex commands and miss one, BOOM, you're dead too.

      You have a man, who's acting irrational, not listening to commands, stated to 911 he has a gun and will shoot.
      And this man is hanging out in public next to stores and people's cars.
      You can't just indefinitely stand off with him. Eventually you need to take some actions, the next step after talking is non-lethal.

      @@bayadere8308 I'm not a trained dispatcher and even I know this man was in need of mental help care. But there was also a chance that what he was saying was also 100% correct. Again, the dispatcher ignored the reason for his call, dismissed his allegations of a missing or kidnapped daughter or his grave concern about being following and needing to protect himself, and instead hounded him about the gun and "who he wanted to shoot". So she erroneously translated his call for assistance into a dispatch to police as "man... with gun... at Home Depot... talking about shooting people..." And now this man is dead. What an epic failure of those who wear the badge and are sworn to "serve and protect". All they did was keep escalating the situation higher and higher, instead of trying to calmly and patiently talk this man "off the ledge".
      Bottom line: He was a potentially paranoid man sitting alone in his van, who called 911 for assistance. Multiple police units surrounded his van with guns drawn, and with bullet proof vests and shields immediately began treated him like he was a dangerous criminal looking to shoot them.
      This is 2023. Have the cops really not learned anything over the last 10 years with dozens of senseless and horrible deaths raised to national attention due to excessive use of force? Yet another man who posed no threat is now dead.

      So many people calling 911 for help also end up being shot. To cops, everyone appears to be a violent dangerous criminal. This dispatcher should loser her job (at a minimum). She never asked the man about his daughter, or why he thought he was being followed (a major hit that this could be a person with psychological issues, mental impairment, or extreme paranoia). Rather, she only asked him about his gun, and about his brief comment that he may have to use if for protection against the people following him. This was not a threat from some criminal aggressor, that was a scared victim calling 911 for help and protection. And for that, he is now dead.

      yeah i think they did a relatively good job all things considerdered, but that bean bag round thing made this turn much more aggressive. i feel like i've never actually seen those non-lethal rounds have a positive effect in a mental health episode. maybe they work okay if the person is sane and reacting normally to painful stimuli, but against someone who appears to be having a mental breakdown, i've only seen it cause more problems than good results.

      It's what escalated it, problem is they come up with all these policies and humans should be able to discern and be able to use their brain thru these situations. The guy had some mental breakdown issues, he wasn't dealing with reality. Too many police orders probably caused his brain to go overload and he couldn't deal with it. But don't expect Genius cops to be able to have the capacity to steer thru this, hard and easy to be a cop. The world is in trouble, too many wrong decisions.

    I'm for Law enforcement, however, someone in charge really screwed up here. Obviously they had enough officers and cars to block the entrances to the parking lot. 2nd, I can't believe after all this time no one called the Home Depot people to close their doors and move their customers to the back of the store. There are customers in the line of fire multiple times. I'm glad I don't live there and surprised no one in charge didn't get out of the tunnel vision. Shame.

    Yep, yet once again another perp decided not to follow commands from the cops, and proceed to reach for something and pointed it at armed cops, which was a fatal mistake. The last time I was pulled over many years ago was for a routine traffic stop. I made sure my hands was clearly visible and did not try to reach for anything, except when the cop asked for my drivers license.

    Burbank PD dispatch should have been advised by first responding Officers to call the HD and shut store down. Lock doors and allow nobody out. I counted 11 burbank PD vehicles on scene. Most places like HD will have 4 entry exits to/from store. Take 4 units seal off any incoming traffic and you still have 7 Officers to deal with subject.
    Literally watching people walking around in parking lot while a dangerous situation is unfolding. SMH

    So , they told him to calm down , and then they suddenly and without explanation or reason , shot him with a shotgun that shoots something other than shells.. And when he lost it , they shot him dead. Great job police , great job.

    Hard times for police in California. It'd be nice to see the lawmakers try and use the tactics they force on to the law enforcement. Instead, they sit in an air conditioned office with armed security and refuse to answer to the people that they supposedly represent.

      It's not all just LA and SF. Those are the areas to avoid. This is burbank which is closer to LA. As soon as you get 50 miles away from the coast, you might as well be in another state, it's THAT different. It's just that only the bad places make the news. The central valley is farms for hundreds of miles. No crime. The north is woods and lakes for hundreds of miles. No crime. The southeast is desert for hundreds of miles. No crime. Just stay away from the coast and southern border.

      i agree with this. But the suspect controls the response. In this case he says hes armed, willing to shoot. He also is in a van they have no way of knowing if anyone else is inside waiting to ambush. Too many variables. Sad he got put down like that. But he dictated his own demise.

    I feel like they coulda talk it out if one of the cops hadnt shot him with a 40mm. And it didnt sound like anybody ask for a 40mm either. Sounds like one of the cops just didnt know what do and just assume a 40mm would be a good idea and took action on their own
