It's the model name. A manx is a member of the cat family of animals, so they took the name and the model became a Manx. Kind of like Ford did in naming the Mustang.
Manx is the name of a person local to the Isle of Man uk, famed for the Isle of Man TT road race oldest in the world. Check out footage it’ll blow you away.

I dont believe they offer certification there at the facility. That is still being handled by Winnie Meyers.

Yes, I think some do. Although there are parts to replace your existing rusted pans, too.
