Oh those are tattoos or body markings.... it's when you're creating your character you can add them they have all sorts of them I think you can make anything glow with tweaking the settings
Hey there... they're purchasable in the shop (Ubran Park) in Metro City ... go there look for the👕 icon... the name of the shop is called "Apparel Clerk Gomorrah".... while looking at the store's inventory swith to the "Accessories" column an ull see the horns for purchase
Yea, you'll find those in "Metro City go to" Westbay Promenade" or right at Abigail's Scrap/Dump Yard... while you're there.... check both sides of the sidewalk for NPCs caring it... Also note... The light blue an white you see me have is just a colour change I did with the dye in the clothing shop

Yeah I wrote the full description about it, your Character level must be (70 +). It's a Sidequest called "beat the mighty" I wrote a full description of it in latest video I posted few hours ago

@@ethereal_oxo okay, I still haven't find a specific spot, but spotted a NPC with one a few days ago.. it was around Abigail's dump./scrap yard.... you can check around that side on both sidewalks going up and down rotating, the thing I've realized that at certain levels( 40+), certain items will stop spawning..... don't know why this happened but for sure Abigail's dump yard on the sidewalk I saw them but they were rare
