The priority date becoming current is a requirement set by the U.S. Department of State based on visa availability. The consulate cannot override that requirement, regardless of their own backlog situation.

Santo Domingo, port au Prince, Ho Chi Minh city, Dhaka and Islamabad make up 80 percent of the fb backlog and probably the same for ir visas. There are ~ 116k fb visa backlog if Manila and Juarez are removed for these numbers because they have their own priority dates and India consulate had a big party at the end of august declaring the backlog gone.
So why are the priority dates not moving when 92k fb visas are at 5 RoW embassies and they cannot clear these backlogs in many years because of the 7 percent limit?
The priority dates are not moving because the US government has imposed a 7% per-country limit on the number of immigrant visas that can be issued annually. This means that only 7% of the total number of immigrant visas can be issued to citizens of any one country.
👉👉As a result, countries with large backlogs, such as the Dominican Republic, Haiti, Vietnam, Bangladesh, and Pakistan, are unable to clear their backlogs in a reasonable amount of time.🥱🥱

We never hear about Ghana. No one ever has any information about its status. We are F2A, DQ in August 2020, 3 years waiting for interview and now the priority date has retrogressed to January 2018. So another year to wait. I totaled the number of interviews scheduled since April 2021 which was when the Visa Backlog report began. To date, the embassies have held 922,092 interviews. How can it be that we are still waiting?
