In their defense, that was definitely supposed to be the implication by the writers when they weren't sure if season 2 was going to get greenlit. We know now that Jimmy has a ways to go and a lot more build up, but back before S2 this was a sort of fall back tie-in to Saul.

So facing the fact that there's a whole generation coming up that has absolutely no idea what a lot of that shit is is truly fascinating.

It's an insane policy even if it's applied to everyone. He not only gave her doc review, he evicted her out of her office. Even after she got the best possible deal for a couple of nutjobs. And then after Jimmy convinces them to accept the deal he moves her back.
