Sounds like pure nonsense. No way we're gonna scrap/EV-swap all those millions of few years old cars, now new (and average age of cars on the roads is higher than just a few years). SALES of NEW combustion cars MIGHT be banned from 2030 - that's the situation so far. AFAIK there's no EU legal act defining that yet.

Your statement is absolutely wrong. Starting 2035, no NEW ICE cars will be registered. Cars which are registered before that date or which have been registered in the past (classics) are not affected by the ban.
