I just noticed Charrated passions has been now changed to dragonfire brew, why? Is it for the interaction with tier set or what? Before release of 10.2 I believed maybe it will be like that but It didn't happen but now it looks like it is time for that, I would like to know... I'm doing also around 22-23 content

It's a weakaura. You will need deadly boss mods OR bigwigs in conjunction

Yes dragonfire brew interaction with blackout combo and the 2/4 piece gives more value than charred passions. It's more damage and more healing.
