I was an armed guard contractor for a Kentucky school system around 2000. Essentially I believe we were able to do so under open carry laws. I don't know how it has changed, but I believe it is essentially the right to keep and bear in the Kentucky state constitution that allows this. I think since you could see his firearm he would have been safe.
When I was in foster care, the home worker that was the supervisor for our foster parent said the state sometimes tries to say people with guns couldn't be foster parents, but he also said the state can pound sand due to the Kentucky state constitution and can't keep foster parents from having firearms.
She needs professional help. This the sort of personality we have in too many government jobs.
