You are only looking for values in the East Region for that cell. The 1st range is selected to give the formula ALL options, and the option that matches that cell in criteria 2 (East) is used to filter the first criteria (all regions) and select only the data from the one that matches (anything that says East fits). Otherwise, you would have to make 4 different formulas, one for each region.
