Good question. It may be due to the level of classification and that they had no list as a result.
FPOTUS45 had documents marked as highly classified posing a risk to national security, which is why the National Archives requested their return.
Why didn't they negotiate with Biden for two years while he used the documents to extort documents about his opponents?
