There is a process to declassify, if that is not followed they are still classified.
No former president is allowed to remove those documents, it is illegal.
And it is a misconception that Declassification makes those documents safe for public domain. It does not, you can read a declassified document, but to all of those without top secret clearance the sensitive information is redacted.
Essentially this guy stole classified documents. It is a potentially treasonous act, as we do not yet to know the intent of taking these documents, nor do we know who may have viewed them in the 2 years since Trump left office.
