In my athletics comps in Australia you have to put your toes on the ground. Not saying you are wrong just wondering if you can do both ways in your comps

You can do either here. A lot of people will put the toes more on the ground (ie with the toes curled and the front spikes in the ground - particularly on the front foot) to get a bit more stretch in the achilles / calf before starting.
      Interesting you have different rules.

You get a more of a explosive start when you’re toes are off the track in the blocks

So you don’t need to screw anything into the track?

No. There are spikes in the base of the blocks that stick into the track and hold them in place.

For the block that’s more far up front is that for our dominant foot?

Normally we put the foot you'd like to kick a ball with at the back.

    Keep them at 2nd setting

Either is fine - but I use the 2nd one. As long as you do one or the other you'll be in about the right place and then it is down to what feels comfortable for the individual.
