Officialy yes, but I've been on many an excursion when the loco "accidentally" goes too fast. Last time it was by 12 miles an hour, behind this very loco funnily enough.
When you have the engine at the end of a long lens, it looks as if it's barely moving.

It can't do 80MPH, it's not allowed, 75MPH is as fast as the steamers are allowed to go.
If that had been a bullied pacific it would've been doing 80 mph
