They can hold your college transcript (s), and make it difficult in getting a desired employment position. Especially, in governmental setting. This depends on your college.
I don't see why you would get a 1099-C if the lender charges off the debt. The debt is still owed at that point. You typically get a 1099-C once the debt has been satisfied for less than what's owed.
