It seems to me that that would have to be the case in all Smash games? I can't figure out how the engine could work any differently. In any case, short hop timing is tied to jumpsquat duration in every game.
No, when I say it's frame perfect I mean it gets you a frame perfect attack out of short hop, not that the input timing is frame perfect. Sorry if I wasn't clear.

Brawl was in production, when that rumor came up stating that the Ice Climbers, Young Link and Mr. Game and Watch would get cut in favor of Bowser Jr., Ridley and Toon Link? The rumor was false, as the Ice Climbers and Mr. Game and Watch returned, but Toon Link did replace Young Link anyway. In Smash 4, the Ice Climbers had to get cut due to limitations on the 3DS, but Bowser Jr. was added in. Now with Ultimate, we have all six of them in the same Smash game.
