Just a thought about that weird part when Weller stops playing but the guitar keeps going. This really bugged me. I noticed that just before it happens he walks to the side of the stage, as if he is trying to speak to someone. Right after the incident it sounds more "live" with a couple more wonky chords. Perhaps they were playing a backing track but he wanted to play properly? And maybe he was trying to get their attention by stopping all together? I don't know but that's the only explanation i could come up with haha. Also he seems pretty angry after it haha
Later in Wellers career he used to get Big Dave? his guitar tech to come on and play an odd track with him to thicken the sound, 5th Season i think was one of them iirc, so maybe he done it then also from behind the curtain. Big Dave is now deceased i think, he was a big guy with a grey beard and PW used to have a carry on with him. I remember seeing PW introducing him to the stage, and under his breath PW say's "lock up your grannies" into the mic. the 1.20 incident, i'm not 100% sure it is a guitar, maybe the clarinet. You can definitely hear PW's guitar feedbacking when he isn't strumming it, my Rick330 does the same. I think PW just lost where he was briefly, as there's quite a few chord changes and key changes in this song.
The guy's name was Dave Liddle, and he was close to PW from the beginning and for years until he died, so if there is another guitar, i guess it's him. Even more interesting is that on the cover of Rain they done, Weller is the only one from the Jam that's on it!
I think the most likely explanation is they did some post-production and Weller probably redid the guitar. It may have been out of tune or there was a technical fault with the amplifier microphone. Things like that aren't uncommon for a high profile (at the time) video release like this. Certainly more plausible than a phantom guitar player behind a curtain.

Having seen them more than 100 times I can categorically state that the Jam NEVER used backing tapes. That extra guitar is simply a post production overdub from when the video was prepared for release. This cut never made it to the version that was released hence this anomaly

That's no backing track, they probably just doctored the guitar track in post production, not noticing he'd stopped playing for that bit.
