Had the same issue with my '79 Bronco. Sandblasted the entire area, welded metal back, minimal bondo. repainted with farm grade oil based paint, rust came back in a few years. I expect that ford used a particularly poor grade of steel when those body panels were made.
You need the put the front window gasket in with urethane, otherwise water sits in between the gasket and the metal causing it to rust out. This also prevents rusted floor boards because water leaks into the cab behind the dash where you can’t see it and gets under the carpet or rubber mats and does its thing.
Holy crap, that is BAD rust on that windshield frame. 😬 Lesson learned, always pull the windshield on old stuff while doing body work. I'd have liked to see how his tool worked on the Expedition.
I’d be kinda pissed at my body guys for missing that, since that’s a common rust spot. If you knew you were going to be replacing the windshield anyways they should have just removed it to look.

It probably is there. Luckily it isn't a terrible repair, just have to do it. Cars and trucks that are almost 50 years old, I'd expect there to be some rust. Even on those vehicles that are in salt-free states. Which was why I was pleasantly surprised when I had the windshield on my current car replaced three years ago. Channel was perfect. No rust anywhere. The body has rust in other spots, being a car from New York. At the same time, I had a nearly identical car as a backup. That one I could pick at the cowl just below the windshield seal, and pop the rust bubbles on. Yet, it spent its whole life in the Pacific Northwest. 1984-2011 in Oregon, then 2011-2022 in Washington.
Ya me too. Thought I was home-free with no rust, but now I want to pull the windshield to check because... ya. Dang. Looking forward to watching how you fix it.
