Secondly, crossing the 38th Parallel to the R.O.K has been twice done before but is almost impossible. Instead D.P.R.K refugees first need to cross the Chineses border at the Yalu river and then not be discovered in China as the C.C.P would repatriate them back to the D.P.R.K. When they reach Ulaanbaatar or Bangkok they are safe and can then legally travel to the R.O.K.
