Tommy Shelby is fictitious.... The top boy in real life in those days was a man called Billy Kimber from Summer lane Aston he moved on To London and was strangely shot dead in peaky blinders.... he died in the forty's in Devon was probably in is sixties pity they couldn't make a series about him
