There is no point in having laws, rules and discipline if these are not strongly and properly enforced, ideally by armed police and armed military with the proper attitudes - regardless of any other issues, strong discipline and the strong enforcement of same is paramount, otherwise society cannot function effectively nor efficiently - in order to act as a deterrent, ever more draconian enforcement methods and measures must be implemented
