Time and time again we see instances of CPS giving children to parents or foster parents who are not fit to take care of children, but in this case, Virginia was also paying the boyfriend of the mother to be her personal care assistant (PCA). To our knowledge, the boyfriend had no training and had no certifications. From what we've researched, if you qualify for a personal care assistance, the state will get you in touch with a PCA themselves, but instead of doing that they felt it fit that this mother's boyfriend received full benefits for a child he was doing unspeakable things to. This isn't just a simple "this case slipped through the cracks" situation, there were intentional decisions made by the state of Virginia.

It's always the saddest when a child gets to know what it's like to be loved and cared for, only to be given back to their abusers in the name of reunification, this process is BS and this poor baby could have had a great life if left with her aunt. RiP Heaven and I'm so sorry for the loss to the family members that actually loved this sweet girl:(

I interviewed for CPS in Hampton roads. They asked me some scenario questions and what I would do in different situations. One of the scenarios was an apartment with 3 kids. Piles of trash and feces, broken glass in the floor, dirty kids, one with a black eye, mom living with a boyfriend who isnt the father, how do I proceed. I said that the kids health and physical safety was in danger and I would want them to be seen by a doctor immediately. Apparently that was the wrong answer and I was supposed to give "mom" a week to fix the problems and go for another visit. I walked out. I thought I was at an interview for a job protecting children but clearly the rules are not made to do that.

i think it's a pendulum swung the other way type of deal. there were times when "what was in the child's best interest" was white, english speaking, christian families and children of color and especially indigenous children were taken under the guise of abuse and neglect. reunification should be a goal -- but not the only goal. each case should be approached as an individual case. what works for one may not work for another etc. it would be great if parents could get help and do the work and get their kids back and everything is happy and healthy. but that often isn't the case, and there needs to be more accountability than "i tested negative for drugs and am going to therapy."

Abuse had went on for years my father was an addict and my mother very codependent and scared. My father had beat us vicously one night with a belt for no reason and left welts on our backs and legs . One day when in gym and having to change for gym class the gym teacher noticed the marks and since my sister was also in one of her other classes she put 2+2 together and called CPS . I recall them showing up to our house unexpectedly . Our house was always clean and there was always enough food - not a lot but enough . CPS took one perfunctory look around- my dad put on a good show and my mom just stayed silent . They were in and out in < 10 minutes . They accomplished nothing .

Virginia department of social services gave me back to my mother repeatedly. Because of that I was beaten regularly, held in the air by my neck and choked, my step dad set everything I had on fire once, he also sat on top of me and slammed my head into the wood floor over and over again. One day I came home from school and my mom handed me a book bag and told me to go live in the woods, they didn't want me anymore. I had just turned 12. So I lived in the woods or on the streets for the next 6 years. I used to be upset about it but now that I'm in my 40s I realize throwing me out probably saved my life. My mom told social services that I ran away. They never bothered to look at the police reports where mom was calling the cops every week because her husband was abusing HER. she never even called when he hit me. One time he held a knife to my throat and then beat me nearly senseless. I remember mom stepping over me to leave the kitchen. I asked her for help and she said that's what you get. Social services never believed me, refused to help me, they just locked me up as a run away every time they got their hands on me, so I had to become a runaway to protect myself. Petersburg Virginia social services sucks!

@JenX_1973 that is the bigger question! But it's possible they did, but it just wasn't reported on bcz it's older and possibly minor details that would've just made the story longer. It does come off like they didn't even know she existed until they were given Heaven by the state. But then if they weren't involved in the beginning, why would they give them authority over her? I agree we need more people like Sharonda, and it's just all around sad that there are certain laws that prevent what others can do to help. Whether it was from the beginning or from the point they ended up with heaven in their care, she was amazing and I think she did her best with what she had to work with!

We ended up moving in with my parents for a bit until we found a new place to live. At that time I went to the local small town bar every night,I used to work there, everyone there was friends with my husband and I so i found some peace being around them. Id put my daughter to bed every night then I'd go 2 miles down the road to the bar, while my mom and dad were home with my sleeping daughter. Well someone that I had issues with reported me to CPS for neglect.(they admitted it) They were truly going to take my daughter away. I had my deceased husbands parents go to CPS with me defending me thats what stopped them. Since when is it a crime to go out while you're children are being watched by their grandparents🤔 most nights i didnt drink at all, just hung out & played pool. My gosh! This story just goes from bad to worse! This poor little girl hardly ever had any happy or healthy moments outside of those with her aunt. The fact that a child that young has a serious concern of being killed is absolutely mind blowing! Our system is fundamentally broken! Reunification hardly ever works yet most states push it and shouldn't! Kids are removed for a reason, yet those reasons are consistently overlooked. An abusive parent has more rights than our most precious and vulnerable, our children. That is a fundamental break that should NEVER exist, yet its the norm in most states! How do we keep repeating those patterns that have already been well established that they don't work?! Will it take dozens of children of influential and high profile people to die to bring attention to these ongoing issues? When will enough be enough?!

I live in Minnesota also and once my ex called CPS because my son had contacted lice at school. I immediately took care of it and CPS contacted the school and found out it had been spread throughout my son's class and many of the children had gotten it.
It turned out that one family was living in a filthy house and the parents were not taking care of the children correctly.
That family moved away so I don't know what happened with the children after that.

Ugh!!! People need to grow up and stop calling CPS when they don’t need to or as a form of revenge. That’s why they end up lacking in every other case because they’re investigating cases that don’t need to be investigated.

@@tanyabertholdt7483 agreed. I also feel if you keep calling and its proven everything is ok, like a Karen calling bc the neighbor kids are loud, you should be fined as well as arrested. Nuisance calls should be flagged. People wasting time when there is a real child in need should be prosecuted. Like stop calling for kids being kids, call for the kids with bruises and whose being starved.

Wow, this one really got me. 😔
There are so many struggling parents doing their best out there who would give nearly anything for their child just to have an aunt like this, in a neighborhood where people would go out of their way to contact the aunt for them like that too (making sure the child is getting help if there is an emergency, etc.).
So many broke single parents are out there banging on doors begging for help, all while this amazing aunt is being ignored as she bangs on the door just begging to be allowed to help!!

I have a special-needs daughter that is a heart transplant recipient. She is deaf and has autism. She is mentally like a four-year-old but she’s about to turn 12. That child is my everything and if anybody ever touched her, I would probably end up in jail for murder. Don’t let anybody touch their child especially one who is special needs.

Im the mother of a disabled child. She was born with cerebral palsy and later developed epilepsy. A special needs child needs a lot of extra care, and the parents (caregiver)need patience. My heart is breaking for this child and the ones who truly LOVED her. CPS and her mother failed her miserably. I know they are overworked, but for a child its life or in Heaven's case, death. Everyone tried to tell them that she needed to be with her aunt and grandmother . Did anyone ever ask Heaven? Couldn't they SEE the signs of regression? I hope that birth giver(she's not worthy to be called a mother) and her boyfriend think about her every single day. Her last days. I feel like the caseworkers should have been fired and charged with some sort of neglect. Things really need to change.

CPS did the same thing to me with my eldest daughter. They didn’t like me because I put up a fuss and they purposely would sabotage me. They gave my daughter to a homeless drug addict who dropped her off at my house three months after he got full custody from them. That was 13 years ago and I’ve had her ever since, but he still has full custody of her. He just got out of prison and rehab, and hasn’t seen her in years. They make the best decisions. 😒

I've never been so hurt hearing that CPS refused to do anything, and to see my state do nothing is absolutely vile. They tried taking away my cousin from my mom because he fell on some steps, yet they didn't do any reports or check in on her? Absolutely vile. I hope and pray that Heaven's aunt heals, and I wish that her soul is in peace, with pink and purple flowers everywhere she goes. Rest in Paradise, Heaven.

There has to be some racism in this one because who would pick two monsters over a literal doctor and childcare provider that comes with a large supportive family??? Baby girl never stood a chance, the system didn't care if she lived or not.

My adoptive parents tried to go get custody of me from the court and I was placed back in my birth mothers care I was about a year and a half when another relative took me from my mother again and gave my back to my adoptive parents. This infuriates me so much I'm crying! CPS completely failed this baby. Dropped the ball on all sides. If you want reunification, make sure things are actually better in the home environment for the sake of the child or children. If they cared enough to see how the child had done a damn near 360 in all aspects of her life while under the care of her aunt and grandmother, why take that from her without making sure the natural parents could provide the same and more? When they saw her behavior and physical appearance moving backwards, they should have put her back with her aunt. Instead, they got irritated at the fact the aunt was showing concern and trying to make them do their job. I pray this baby's soul is experiencing the peace she couldn't get while she was here.
