You can use another formula. The key trick is selecting them and using Ctrl + Enter. You can also use Power Query to fill the blanks with the value above.
It sounds like the cells are formatted as Text. Therefore the formulas are displayed instead of formula calculated. Check the cells format in the Number group of the home tab. After changing the format, re-calculate the formulas.

When I press enter it copies data for only 1 active cell, even though all the blank cells are in active mode or selected mode
