That use of oil seems very generous and super deadly. Why would you not be throwing that at every encounter?

They can only carry so much, plus cost, plus you can’t throw into a melee so if they had not been able to get the oil thrown before engagement they would have had no weapon to fight. Lots of reasons to not use, or to use certain weapons.
