    So let me get this straight. You can’t report the crime in Scotland because the crime occurred in England. You can’t report the crime in England because you’re not the owner of the vehicle. And you can’t contact the DVLA (I’m assuming vehicle licensing) because they don’t answer the phone. Great Britain - still a Yes, Minister country.

      The joys of two separate legal systems - it is the same in court - anything brought up in/ruled on in England can not be brought up/referenced in Scotland and it is the other way around in England anything brought up in/ruled on in Scotland can not be brought up/referenced in England

      Police are selecting what crimes they will allow you to report .. I caught them out on this recently . Just about the thing you can report now is race hate crimes etc .
      They will fob you off Most other things .
      Such a shame our once great police service has gone down the pan .

    LO21CZH is returning vehicle not found on the DVLA vehicle enquiry checker, so looks like using your cherished plate has worked and hopefully put a stop to the legal payment letters. Please do a follow-up Johnathan if and when it gets fully resolved. 👍

      If that Niro passes a police car with ANPR it will flag and hopefully the police will stop them. My bets would be the Niro in London is a hybrid and they've cloned your car to get round the ULEZ charges. Don't let anybody know your new plate matey.

    Considering the number of cameras in London it's ridiculous that they can't put an alert on the number, and also have the councils flag the number when it hits their PCN system so it gets towed instead of just a PCN.
    Also worth putting some identifying mark on/near your plates as evidence that a cloned car isn't yours.

      @@JonathanPorterfield I never show my number plates in videos, and do not put a RUclips channel sticker in the windscreen. I hold an Amateur Radio License. It used to be common for people to buy number plates with their radio call sign. Until radio amateurs started having their cars and houses targeted by thieves, some 30 or so years ago. That's when I decided never to buy a car with distinctive plates, or to buy 'cherished plates' (= 'crook magnets') for any car or motorcycle that I owned.
      If I were you, Jonathan, I would make sure that nobody whom you cannot trust ever links your cherished plates to you.
      I had a similar experience to you, except for the fact that I live in England. A registered letter arrived, that was sent from a police department, and which contained paperwork claiming that my car had committed a series of offences in London, and demanding a fine. There was a phone number in the letter, so I contacted them directly. A very nice lady who knew what she was doing sorted it out, because the vehicle type and colour did not tally with mine, and also because I could prove absolutely, with security camera evidence, that the car wasn't within 150 miles of London when the offences were committed.
      Perhaps the most reliable method of contacting the DVLA is to send them a letter, preferably registered, detailing what has happened, and adding any incident numbers which the police forces might have allocated to your reports. This should be done by the vehicle owner, and should include pictures of your vehicle (preferably taken at a time close to that of the offence), as well as pictures of the offending vehicle, pointing out the inconsistencies in its appearance.
      Snail Mail does have its uses.
      It wouldn't be surprising to learn that the police didn't want to bother with contacting the DVLA, because they know how insular they can be, and because they don't have the time to waste many hours every day in trying to contact them about numerous offences.
      The cross-border shenanigans are more than a nuisance; they're downright unacceptable. Maybe that's why the police often tend to waive minor driving and parking offences when a driver has a foreign driving license, or they are driving a car with foreign registration plates? If they're incapable of (or unwilling to) deal with one-another within the U.K., then what chance do they have if there's an English Channel or a North Sea in the way?

    Whoever cloned the car knew exactly what they were doing and it’s honestly sad that there are people who would do that. I saw another person I watch on RUclips have the same thing happen to them, only the person cloning the car wasn’t very good at matching two shades of red 😂 What you’ve done with the cherished plate is a great idea. It should stop you getting fined and will get whoever’s driving the cloned car caught because the moment a police car drives past it and sees the now unassigned plate, it will flag up on their system, they will stop it and hopefully some progress will be made with this situation, as a crime gets committed in front of the police and they’ll actually show some interest in getting it sorted. I suspect it’s the person driving the car who also did the cloning (ie it’s not been sold to an unsuspecting buyer) as they clearly cloned the car in order to be able to overstay in car parks, drive in bus lanes, etc. Would love to see an update video if anything new happens regarding this kerfuffle.       Probably just slap a’ “You’ve been a naughty person” sticker on the windscreen. And the driver won’t take any notice, as they’re a naughty person.

      @mil3761 It solved the letters coming through , Arval where great and they waived any fees for transferring onto my cherished plate.
      No more fines !

    I live in Shetland and about two years ago I was visited by two policemen at home saying my car was involved in a serious crime in Glasgow, “very shocking news to me” I managed to convince them that I hadn’t been off the Island with my car for at least six months which is easy to prove as the ferry operator keeps a record of car registration’s using the ferry to the mainland. Now like you JP I have a private plate on my car in case the cloned car turns up again. I feel your pain it is not a good experience to go through. Gerry

    Same thing happened to me around 15 years ago, when I owned a silver Skoda Octavia Estate. I received a parking fine for an offence committed in Blackpool. The date the offence was committed was exactly the same date I attended a wedding at a hotel in the North Lakes. The time of the offence also coincided with the halfway point of the wedding ceremony. My partner and I both stayed the night at the hotel, and had both tangible proof (photos of me at the wedding, and the wedding party outside the hotel. I had also signed the hotel register, and kept the receipt from the reception desk. I received a couple of letters threatening court action, and I invited the sender to place me in court, as I knew I had rock solid proof I wasn't parked in Blackpool at the time stated in the letter/fine. In fact I had *never* travelled to Blackpool in that car while I owned it. I later discovered that my car had been sold from new by a Skoda dealer in Blackpool, although I bought it at around 18 months old from a Skoda dealer in Colne, Lancashire. I knew then that I had been a victim of cloning. The parking fine was waived.

    So sorry to hear about this dreadful business, Jonathan. Heartfelt commiserations. I once reported a car (suspected various offences) to Crimestoppers, online, and was astonished how quickly it went on to the Police mobile ANPR. The vehicle was seized within a fortnight of my report (it might have been stopped for another reason but I doubt it because it was in very good condition and always driven carefully). Might be worth a shot.

    Sorry to hear of this, John. I really hope it gets resolved asap! I noticed another couple of differences. Just judging by the photos the colour of the dodgy one looks to be Ocean Blue rather than Yacht Blue. The Ocean Blue is offered on the HEV and PHEV models. Also, the cloned one has the lower spec headlamp clusters.

    You have my sympathy. DVLA has got itself in a mess with the pandemic and seems to be having a period of poor industral relations. My wife has been waiting for more than 6 months for a renewed driving licence. With enormous persistence, she has twice talked to someone there who understood and sympathised, and told her what to do to continue to drive legally. Still no renewed licence though..

    So as it has a sunroof, it's a '4' Spec, it has a petrol filler cap on the n/s rear wing and its not Yacht Blue, it will most likely be Ocean Blue or lcould be Horizon Blue. The 18' wheels are factory spec for a HEV not the PHEV. It also has the Black side rubbing strips on the doors, whereas the PHEV would have Chrome door rubbing strips as the e-Niro does. Also the Rear Bumper lights are the facelifted ones rather than the older horizontal line style. Silver under bumper trim has 2 flutes which is also the newer style.

    Police National Computer has a marker for cloned number plates so every time vehicle is stopped or ANPR picks it up then police get the chance to examine vehicle to find true identity. Sounded like the Police all failed to take the opportunity to fill in this form and submit to DVLA. Pretty poor response from the Police at all three forces.

    This is crazy! I remember one of my earliest cars having two VIN numbers on it which was actually a common thing on the Spanish built Fords at the time! 🙄

    Switching to your own plate should stop the letters. I recently had something similar when I forgot to pay a Tyne Tunnel toll and I had changed plates at the same time. Tyne Tunnel were unable to find me. I did pay the fine voluntarily though, but even that became a bit of a hassle.

    Got a fine for a car in Wales for a work van in Glenrothes, that only works local. DVLA adamant that it wasn't a mistake. Lo and behold it was a mistake, which they did deal with eventually. We were also fined for our van not being taxed, as we didn't get a reminder.

    Hi Jonathan, the same happend to me after i bought a silver fiesta. i started getting parking tickets in london. i live near chester. A near 4 hour drive away. i was lucky i could prove it wasn't me. my car was a 4 door and the one in the photos was a 2 door. also i could prove i was at work in my local area at the times of the offense . i reported to the police and the cloned car was caught a month later in london. it was stolen. i had no more issues after that. I sold it 2 years later and bought a nissan leaf tekna.

    A friend of mine bought a new car and drove it around for 3 months. Another friend happened to notice that the number plate on the front plate was different to the one on the back. The garage discovered that another car, they had supplied had the other set on it. Many apologies, a good will gesture, and the correct plates fitted restored normality. Given that driving a car with incorrect plates is probably illegal, one can only imaging the smile on Mr. Plods face, and the surprised look on the driver’s face.

    Thing is now he knows your e changed plates he will pick someone else’s plate !. I had the same many years ago with someone in Manchester driving around with my Freelanders places on, I had to go to court in the end to sort it out!

    I also had my car cloned (a Mazda 3 MPS) in about 2010 or 2011. The clone was used in a bank robbery and I was pulled over by a couple of very serious looking policeman one day in the city centre. Quite a stressful experience! Fortunately they were able to distinguish my car from the clone because I had an unusual shaped work parking pass in my windscreen, which the clone had failed to replicate. The police subsequently gave me a circular mark on my reg plate that cameras could pick up, and I never heard from them again. ANPR was less prevalent then though.

    Cloned plates is a real problem and difficult to resolve for those impacted and the police to catch. This is even more difficult for the police if the cloned plate is on a duplicate car of the same colour. Your cherished plate is a great workaround.
    Have you considered cancelling your insurance and not getting a MOT (when it's due) as that will then flag up on the Police's ANPR camera and trigger a stop of the cloned car! Perhaps a bit extreme.

    Sorry to hear JP. Looking at the pictures of the cloned car you can see the front bumper is a poor colour match to the rest of the vehicle & there is a petrol filler cap visible on the near side rear. Badges are wrong also. Seems it's a hybrid or whatever with a yacht blue front bumper from an E-Niro & the rest of the car is a different shade.

    What a nightmare Jonathan, and such a big waste of your time. As an early e-Niro owner (March 2019) I also have a RUclips channel and never bothered covering up my number plate. I don’t know if it’s harder or easier to clone car reg here in France that it is in the UK but the police and DVLA seem pretty hopeless over there. French plates also have the department number on them so a car with my reg in say Paris racking up parking fines would quickly be spotted as not belonging there. I hope this is quickly resolved or you will need a bigger house to hold all the paperwork!

    Sorry to see the cloned plates on your car. Hopefully the private plate helps. Its a crazy situation that you can't get to talk to the DVLA. And its mad that the police don't seem to have anyway of transferring data between each force (in the year 2022 as well) Just bonkers! And also the person who made the plates up is breaking the law as well as the driver and they won't have insurance either I bet. A lot of people have never had to get new numberplate made before but yourself working in the trade will know very well that for new plates you have to show the garage the registration documents and they have to record seeing it as well. The Postcode of the garage that makes the plates has to be on the plate a well as the reg number. Its a legal minefield. Even the little family run garage down the road half a mile from us and knows us on first name terms always ask for the reg document when they make new private plates up for our cars. They have to keep their trusted reputation up. Anyway Hopefully that's it sorted. Keep making the videos as its always nice to see You and Orkney and the banter between yourself , Kate and James is always fun. Anyway yourself and Mrs P keep safe and take care.

    Given just how many static and mobile cameras there are in London it should be very very very easy to find this car at any time of day or night.

      Actually this gives me some hope as the Johnstein's Regime rushes to hand us over to Klaus Schwab's new world order. His 4th Industrial Revolution (NWO) is very dependent on new tech and supposed AI to automate all their dystopian rules and inhumane laws. We could easily have a hey day confusing the Big Brother eye and disabling its weak links😆

    What a disgraceful crime you've suffered ....... and are continuing to suffer from Jonathan. My sympathy goes out to you for all the hassle this has caused you.
    Now that you've changed the registration number of your own e-Niro, I wonder if it would be worthwhile speaking to your lease company and suggesting the following:
    Get Arval, (as the legal owner of the vehicle), to write to the Metropolitan Police reporting the case and tell them the car with the fake registration number is being driven illegally. Make sure they send a copy of the letter to DVLA at the same time.
    Ask the Met if, under the circumstances, the vehicle can be considered as stolen. If they agree to this suggestion it should be possible for them to capture the whereabouts of the vehicle using their NPR cameras and then take steps to have the vehicle stopped and the person who's driving around in it arrested.
    I'd make sure that Arval copy the letter to every one of the Authorities who've sent you Penalty Notices, pointing out they have been duped by the criminal who is driving around in the car.

    Number plate cloning is a massive issue right now, and in London will get even worse with the new ULEZ zone. It needs government action to end this, and a complete change in how number plates are issued and supplied. Don't hold your breath though, the government will do nothing.

    I believe that the original number plate remains associated with the car when a cherished plate is used, so that the car has a fall back plate for when you move the cherished plate to anothet car. But best of luck though.

      DVLA 'own' all registration marks and although they have a record of where the plate has been , whilst its not assigned , it can be requested by anyone if its going onto a younger aged vehicle.
      Ive checked a few online web sites re the reg , and it comes back as ' not known' , and my cherished plate now shows as 'e niro'

    When I last wanted to replace my plates, as they were looking shabby, I had to take the V5 into the car shop before they would do it.

    Oh what a faff and quite unnerving I should think. Brilliant idea of using your own plates but it shouldn't have been down to you to figure that out and what if you didn't happen to have any?! I think you should have had more help all round, especially from Arval who sound like they're not putting in that much effort to get this sorted. As for the Plod well.... say no more... compliment slips, I ask you!
    There have been some great suggestions in the comments though and along with your own ideas I reckon you're on the way to getting it sorted.
    Ultimately it's worrying that somewhere there is a potentially dangerous vehicle swanning around breaking the law willi-nilli and the only person receiving fines is a law abiding citizen with excellent evidence to prove his innocence!

    If the authorities are unconcerned about the considerable inconvenience caused to you by the cloning and all the resulting parking fines, would it be worth informing Transport for London that a hybrid ICE vehicle is avoiding the Congestion Charge by falsely claiming to be a BEV which I think they would view more seriously? There is a TFL online complaint form that would enable reporting the Congestion Charge evasion and I would imagine that TFL's network of cameras could highlight and report the offender to the Met police for them to confront the driver.

    ive seen your vehicle and also noticed yours has the green strip on the number plate for electric cars the cloned car has GB strip on the number plate. i was cloned years ago and was a nightmare hope it all works out for you soon. good luck

    One basic difference on the car is the number plate, the cloned car does not have the green strip on the plate as per the real vehicle

    I had a load of bus lane tickets from Harringey because 'my' car was spotted using bus lanes illegally. I called them up and stated I wasn't in London, the letter had no reference to the make/model of the vehicle and I asked if they could confirm the vehicle the plates were on. They stated due to data protection they couldn't share those details. I confirmed what make/model/colour my car was and the lady confirmed that they didn't match. But it wasn't until I sent them a copy of my V5C that they cancelled the tickets.

    Not been cloned but after buying a car on a cherished number I needed to swap the car back to its original number only to find the original number that I had the plates for was infact already on another car. Dealer had put same plates on two cars. Only one digit different.
    Luckily dvla made it easy and in those days were contactable .
    Hope your saga ends soon.
    Awful that is was that hard to report a crime. You'd think you could just write to someone to report a crime

    Can't understand why the Police Scotland couldn't handle the complaint. All the UK police forces use the Police National Computer system. I
    have friend who reported a crime, that was commited in Scotland, to TVP and they entered it into the system, even though they told him they wouldn't be investigating , as it was up to Police Scotland to decide how to handle it.

    Not just parking fines, no insurance, no congestion charge. (I realise it's £10/year for EVs, but that's only if you're registered, and doesn't apply to what might be a hybrid)
    Bit surprised cloning doesn't happen more often.
    Police - hands tied in red tape but you'd think they could register it somehow?

    Did you have to do a deal with the lease company to retain your personal number plates as you don't own the vehicle or was there a provision to use your own ?
    As for your letters a nightmare
    Hope they don't escalate to court cases even if they've stopped coming for now

    Its a ringer, i reckon, similar thing happened to me once a few years ago, sold a car, new owner forgot to post the V5 to Swansea, ( i never knew the V5 was still in my name until 2 years later) car got written off. Fast forward 2 years, i get lots and lots of parking tickets, but sent to my old address, where my ex still lived, she put them back in the letter box marked gone away, there were 20 tickets that i know of. I did manage to to get some pictures of he car from Redbridge Council website, it had different wheels and some badges feom a car dealer, who promised me they had never set eyes on the car. Police were a waste of space as per usual, oh and he car had been taxed mot'd and insured all whilst still registered to me, police knew who owned the car but wouldn't tell me, pretty much told me to p1ss off, they said it was down to the local plod. Thats the brief version anyway. You need to worry if the car is involved in an accident, so make your insurance company aware.

    I sincerely hope sorted by now, but would not be surprised if still going. However it made me think about own car, I can tell exactly where it is right now but do not know if I can find where it has been at a given date/time. However I bet Kia does! However I cannot find a feature in the app, I can see every trip distance speed etc but not locations. Be interested if this could either be revealed as a current feature, or added to the developers enhancement requests.

    Given the number of fines etc, it shouldnt be long before they fall foul again and it stops for you.
    is there any trends to the fines, time of day, day if week, locale?!? Maybe theres a connection you can pass onto the hot fuzz.
    Given it's London with cameras etc if you can prove its one area and time of day etc, might prompt the authorities to direct some of their resources to set a police "speed" trap in the vicinity so they can catch the clone in the act.
    I should imagine, despite the reg change, the fines will still wangle their way back to the lease company and then yourself as you're the last address registered to the plate with DVLA.

      @@matthewwatson4970 hi mate, I'm still debating on whether to or not as I've bought a 1st edition niro and the vehicle has been covered extensively over the last couple of years. The only thing I could bring to the table is 10k videos on the SOH and maybe issues along the way. The problem is that it will only apply to taxi/phv drivers purchasing the niro at higher mileages.     You say the lease firm (Arvel?) charged £12 for every email regarding these false charges? I used to work in Admin and it's never ceased to amaze me how companies come up with these ridiculous charges for such things. I know the absolute pennies it costs to create and send either a stock letter to someone. And because these are usually done as a batch the labour time is miniscule on a case by case basis. The £12 is not to cover costs. It's to make a profit. Balanced against the revenue a customer's business generates it isn't justifiable to charge anything at all for sending a letter even with the material costs of the physical envelope and the postage. So how they can charge for an email is beyond me. Arvel(?) are not nearly alone in this standard practice. They aren't the villains here and they refunded the money when events were clarified. But, this shouldn't be a thing in the first place. At the very least companies should have a set number of communications that you get for free before they start charging. Especially if you're a registered client.

    Hi Jonathan. Just a thought. Does English law apply if someone is chasing the driver of a Scottish car when it comes to your situation ? Also, I suppose if you’d put a sticker of sorts somewhere on the front of the car that may have helped you prove there’s a difference 👍

      The pictures of my niro has an eco cars sticker in the rear window.
      No one has disagreed that ive bern cloned , its stopping the automatic link back to me that's the issue , that i have sort out for every automatic e mail / letter

    That looks like ocean blue to me, not yacht blue. I think its a hybrid that's had an e-Niro front bumper put on.

    Some people are getting ULEZ fines on cherished plates on EVs where the plate was originally on a fossil car, hopefully you won't, also to prove your innocence they can trace your mobile signal position data as well as the cars telematics (if they could be bothered to pull their finger out) You could try asking the various companies issuing fines to manually record the vin number. They do say Imitation is the highest form of flattery. 🤔 Strange they didn't go to the extent of fitting the green EV plate!

No RUclips then, and also her car was pretty bog standard crappy supermini, so god knows why they bothered! Police said they suspected a drug ring in her home city that was known to them, they apparently were cloning basic cars to give them anonymity…

    My father had a penalty charge notice for a Transit tipper in a bus lane in Bristol.
    We live in Llanelli, he hasn't been to Bristol for years and he drives a Peugeot 208.
    If you look very closely at the photo it turns out that the number was different but a computer might get it wrong.
    A quick check on the DVLA website of the registration I thought it was, confirmed my theory.
    My father responded to Bristol Council by post telling them to check again and would asking that they kindly refund the postage was eventually responded to with a letter apologising for their error. No postage was refunded though. 🤔
    Does the KIA app track your journeys and would a screen shot for the date of the offence be suitable evidence that your car wasn't in the area at the time?

      Yes the app will log my trips , the councils are only responding to automated e mail and letters etc , non have argued that it was me , its the pain of responding to EVERY e mail and letter that driving me crazy 🤪

      Its the registration plate that IDs the car and owner , if its on false plates then not much the authorities can do but send out the fines , they have all been great on the evidence i provided, its ended , but only after i put cherished plates on my e niro !

    I think that you have already done it by putting cherished plates on it.✅ For everyone else make a change to your car that the clone clown is unlikely to copy. If you get a fine that’s not yours simply send a picture of the difference and show that this is not my car.

    Just wanted to mention my 2019 E niro was pinched from a public car park in broad daylight with keyless theft. Seems they’re easy to steal and my first edition did not have a tracker from factory. Police have come back with nothing and so, it’s another insurance claim. Taken from Milton Keynes which is notorious for car theft. Reg: EY69 TLX - grey

      I think these guys deliberately choose a number for a similar car which is in their locality so the two cars are never coincidentally in the same place same time to avoid the genuine owner seeing and reporting the clone.

    That ‘fake’ niro isn’t in yacht blue - its the previous blue kia used on the early niro’s. Can see it plain as day on the pictures.

    Very awkward story (not the license plate issue but the "institutional issues"). The "London sibling" should have been reported as "stolen" in the Greater London Metropolitan Police area.
    I would have never thought that their are such "difficulties" between England and Scotland since it's one country.

    Regarding your comment of covering up the vehicle registration number. I get where you're coming from, but as you can only legally drive on public roads whilst displaying the vehicle registration number for all to see (not forgetting the vast number of CCTV security and ANPR cameras from councils, authorities, businesses, home owners and tourists/photographers out and about as well as social media) I see it as a pointless exercise these days. Unfortunately as frustrating and annoying as getting your vehicle cloned is, there is not that much the average person can do about it - until the people in charge get their act together and have a proper system to deal with it.

      I meant covering the plate whilst i film the outside of a vehicle to be posted on line in a video or a post on social media, so a criminal 722 miles away can't use the reg to clone another vehicle , in the knowledge im not local to them.

      Arval know it's not me , but the automatic fines will keep coming as that is the process from councils, it's all automated, what does need to happen is the Police to take an interest in LO21CZH !
