Lots of effort, some of it with an element of danger! The problem with sticking lens filters is related to the diameter of the ring, different metals in ring and lens barrel and the difficulty of maintaining the same pressure around the whole ring circumference. Get a sheet of Neoprene that is not thicker than 1/16 inch. Allow the camera, lens and filter some time to reach the same temperature. Remove lens/filter from the camera and cap the open ends. Lay the neoprene sheet so it covers the filter. Grip the lens barrel on the non rotational parts. Use your palm and press evenly against the neoprene sheet. Twist gently! That's a dollar solution that works without tapping, heavy pressure or torque at a success rate of about 99%. The other 1% of the time there is USUALLY thread damage and will require other techniques.

If I really didn't care about the filter, and if it was already broke, I just finish breaking all of the glass out of the filter and then use the rubber or vacume cleaner belt to grip and twist it off.
a lot of times the broken or cracked class holds pressure againt the inner threads and won't let you twist them off. If you finished breaking the glass on the filter that releves the pressure.

Maybe remove the lens from the camera first
