It's called a Hand Warmer. It is a machine that blows warm air and keeps your hand from getting too cold. The plastic keeps the warm air from escaping

@@disabled_dude I don't know if that would be for me.I'm always needing to keep cooler....I get the heebee jeebies BADLY ( seriously ) if warm or stuffy. My living in Alaska helps with THAT....TG. 🙄🙄😎
