The TF2 Balance Mod actually has a buff to the stock Fists that increase your Shotgun reload speed by 20% and it's really not that impactful on how powerful any of the Shotguns operate (also because the stock Fists are pretty much not worth using unless you really want to).
Panic Attack + Fists of Steel is such a good combo. Just walk at people with 40% resist and try to force a melee, then fast swap to the Panic Attack and take advantage of its increased damage at point-blank. You can swap between the FoS and PA whenever damage comes your way to consistently poke people as you close the distance as well.
the recently buffed GRU are also a highly underestimated option for fat scout, especially when you're exploiting flank routes. since the health drain is far less of an issue in combat than the marked for death effect was, gone are the days of never actually using the GRU in combat and since they now do full melee damage and have random crits enabled, they can bring the pain like few other weapons in the game, making them perfect for picking off really annoying stuff like vaccinator medics. also in the worst case scenario the GRU can only ever drain you down to 100 health, making you slightly less tanky and a tiny bit slower than an actual scout, but those instances are few and far between since you usually won't have the GRU out for the whole match.

There's actually a little known strategy I've been using to be able to fatscout/flank heavy pretty damn efficiently. That is to use the huo long heater as the weapon to take advantage of once you close down the flank as the fatscout. Both these playstyles compliment each other and are pretty great (especially with the kgb) imo
My problem with fat scout was always my shotgun aim. After this video, I used the Family Business and held down M1 and tracked like it was a minigun and my aim exponentially improved. Thank you, Bean.

I commonly see like actual fat scouts in packs as well. I think it's because it's a powerful meme, you said it yourself, it's effective, so people see one fat scout fucking around and say "hey I can do that and be mildly effective let's do it!"

One of the best spots for fat scout I've noticed is right outside the enemy spawn doors on KotH Nucleus where the 2 small health packs and 2 medium ammo packs spawn, in that long room. You can heal 120 health every 10 seconds and block off and entire side of the map for the enemy.
I think heavy should get a revolver for his minigun slot called "the rushin' roulette" which boosts his secondary reload speed and lunchbox cooldown speed by about 40% each. It'd be useful for hoovies who want to produce sandviches faster and don't care about fighting, buffalo steak heavies who only want to use their melee or fatscouts who would need a faster reload speed.

I've been playing tons of fat scout recently and I feel like you glossed over how valuable just having control of a flank can be. You don't need to take advantage of it and hit the enemy team from the side or behind to be effective. If you're shutting down the entire flank then you're keeping anyone from being able to do that to your own team. 1 player eliminating the efforts of potentially lots of enemies so their team can focus on the main fight without unexpected interruptions. Honestly they should just make the lunchbox items equipable in primary slots too so you can take a banana, sandvich, or dalokohs with you for the little bit of extra sustain you might need to survive multiple fights easier. It'd be such an easy change and there's no chance it ends up being overpowered because you're giving up the goddamn minigun for it.
Something that I don't think was mentioned that much was the health. Whenever I do fat scout (with no medic) I seem to just loose health in any interaction, and it's hard to get back cause your slow and moving around the map to get health takes a while, but one of the solutions is to use the fists of steel, which kind of helps? Idk, how well it I should cause whenever your fighting you obviously have your shotgun out, and not the gusts, so their basicly only good for when that scout is shooting you across the map with his scattergun dealing 3 damage.
"Fat Scout" is just some dumb joke until you see a goddamn furious Russian rolling his wall of fat at you with a fully loaded shotgun aiming at your face.
While watching the end for the second time I thought it might make sense to buff the family business in a way like the Persian persuader - half the primary ammo for the heavy but buff the reload speed by 20% and base speed by 5%

I encourage everyone to try and get good at integrating the shotgun into their heavy game. Iv been doing that and it’s pretty refreshing not always using the sandvich.
I think a change that I’ve been really advocating for heavy (as well as others) is the separation of shotguns and sandviches (yes I know their lunchboxes, but that’s a better name. Actually give the heavy a mini update, shotguns and sandviches where they just split the secondaries into two different slots. You get a shotgun and a lunchbox item)

The quick switch speed on the panic attack works well with the killing gloves of boxing, as they can be used to finish an enemy off and give you crits on the panic attack.
