I think they mean the actual characters for the numbers. They weren't wholly created by Arabs, but were best recorded and the symbols streamlined by them.

I use the water drop example to show my students that logic changes. While adding 2 drops just gives you 1 drop you still have 2x the volume. Anyway just thought it was funny they use my same example.
