In % why you multiply it to 100? What I know it is not advisable to fill the tank to a 100% right? So should get also the 90% of the tank right? Then the remaining 10% is for safety purposes to prevent overflow.

It is to convert the answer from ratio to percentage .it has nothing to do with tank volume my friend.
