Reina reminds me of Ada Wong. I have a feeling that Reina, like Ada, is a double agent. It’s not for nothing that the game developers pointed out Reina’s duality. She could be pretending to be Jin's ally, but secretly working for Kazuya or another character who will be introduced later in the story. At the same time, Reina will have her own motives.
