Those two Japanese warships consist of an old Helicopter destroyer and one schooldship (a floating school) (the leading one), they are often traveling around the world visiting various countries, giving their cadets (future officers) international experiencse. It work also as an goodwill experience. The helicopter destroyer are their escort but also give the cadets to on an active warship as well.
The cadet (shoolship) is JS Kashima, she only have an 76mm guns and 2 tripple torpedo tubes. She is after all just a school ship, it use places that normaly would hold weapons and other things, as classroms.
The other ship: is one of the Hatakaze-class destroyer, a helicopter destroyer that was reclasified as Guided missile destroyer. It is equiped with anti ship missiles, rocket assisted torpedo (torpedo that fly out like a missile before it drop into the water), torpedo tubes, cannons and CIWS. The class is old and are nowadays used training ship and escort for cadet ship

@@ralphnoneofyourbusiness7258 living under a rock... Japan have always had a military, the only things that changed for them was rule of engangment and how they can use their military.
Those set of rules have they close to or almost totally removed or modified. For example they have now two Aircraft carriers, they are more in escort size carrier but it's an offensive weapon.

When I live in Hawaii, I sailed with a friend who kept his boat in Pearl Harbor. Once we were on the way out (under sail), we ended up on the port side of the channel when a destroyer started heading in.... I hailed him requesting a starboard to starboard passing to keep from crossing her bow.. Whomever answered the radio seemed confused. We held course, and everything turned out great!

I can think of 3 plausible explanations for the Japanese ships:
    - on exercise
    - for the Paris Olympics (but it all depends on when you shot your video). There are nautical events, but I doubt that France needed boats so far from their home ports. I don't think there's a Japanese base in the Mediterranean.
    - Fin whale fishing is their new attraction and is often criticized by Sea Shepherd. So to protect their factory ships.
