I think it’s because despite the horrendous acting and film making, people who have watched it on repeated viewings just see a guy who put his entire being to making this and obviously has inserted stuff from his personal life in it, and for that, they feel empathetic. Could be that.
Come to think of it, it’s pretty admirable how this thing was even made, there was a guy who wanted to be one of the greats, made the worst film ever made and yet succeeded in becoming famous and loved by people regardless, and now celebrities cooperate to put his story into film. Not everyone can say that, maybe that’s another factor.
Simple. The movie has passion behind it. Not only from Tommy. Just look at the actors in these clips. Our modern, overly-sanitized, focus-group and politically driven hollywood films rarely have passion... everyone is thinking about profit or pushing an agenda. It's the passion behind this film, competent or not, which tickles at the back of everyone's brain and helps remind people what it is like to be a human being again.
