Stealing a horse and buggy from an Amish/Mennonite family is like stealing their car, and their tractor and their pet. Where I live, it's not uncommon to visit a store with a parking lot and behind the lot is a buggy parking area, where the horses are tied to a fence or post. It never occurred to me that anyone would actually steal a horse and buggy.

This just means that when the lead rope is on the ground not even to attached to anything, and no one has a hold of it, the horse is taught that it's the exact same thing as being tied to something and they aren't supposed to go anywhere.
