Why not attach a small level to the putter face to ensure the vertical plane, and then again on the grip to ensure the horizontal plane? That seems a fairly straightforward way of getting the alignment correct. Or am I missing something?
Depends on someones work environment. It can also depend on the putter being used and if offset is involved. Generally speaking placing a level on the toe can set you straight.

I use a level to make sure I have the grip at a 90* angle to the head.
Angle cube zero’d on the face then 90 degrees on the flat top of the grip. No guesswork involved
