Buy better laptop. You will never get good fps while you have really old hardware which can not make better performance. But if you can not buy new one then clean it from inside, reinstall OS (windows 7 has to be "must have" for ur laptop), and disable everything that might lower your fps
Changing the launch options for threads makes NO difference. Stop having people do that because they're causing more harm than good. The developers have said themselves that changing this will have no effect other than a possible negative effect. Changing tickrate does NOTHING because you're connecting to a server at -64 tick. If you join a 128 tick server your game automatically adjusts. Novid is the only useful launch option in that it makes the game launch quicker by avoiding the video. Adjusting clock speeds, dropping thermals and such will improve performance because you're improving the performance of the PC but adding these launch options are more than likely just bringing your performance back down. If there are optimizations like that for the game that would actually impact it's performance in that much of a positive way without having negatives IT WOULD HAVE BEEN DONE.
